Immediate Goals:
People’s participation requires an ever growing supply of local facilitators of inclusive community planning meetings and project implementation. Facilitators of participatory methods create open local discussions on socioeconomic and environmental challenges and assists communities in their consideration and analysis of their goals.

In 2008, with the aim to address the significant need in Morocco to train facilitators of participatory planning and project management, the High Atlas Foundation created, in partnership with Hassan II University’s Faculty of Law, Economics, and Social Sciences in Mohammedia, the Center for Community Consensus-Building and Sustainable Development.  We trained 434 people this year in facilitating participatory development, including university students, locally elected women to municipal councils, and civil society members.  In the Mohammedia, through the Center’s learning-by-doing design, 3 coalitions of civil society organizations where created in 3 municipalities, to more effectively achieve shared goals.  HAF’s partnership agreement with the University was renewed for 5 years.

HAF is committed to benefiting the Moroccan people from community development projects catalyzed by training thousands of people in facilitating participatory planning.

Challenges:
HAF seeks to bolster Morocco’s education system, government and local civil society organizations (CSOs) by fostering citizen participation. The Center for Community Consensus-Building and Sustainable Development was created through a partnership between HAF, Hassan II University Mohammedia-Casablanca, and the Faculty of Law, Economic, and Social Sciences of Mohammedia. We train students, faculty, staff, CSO activists, government leaders, schoolteachers, and any interested citizens in facilitating a democratic and participatory community development process.

Approach
This partnership provides experiential training in facilitating participatory democracy. The center aims to:
•  advance local participation in the planning and implementation of socioeconomic and environmental projects throughout Morocco; and
•  build knowledge of sustainable development practices through community workshops, training sessions, and scholarly research.
